The Commercial Space blog will be taking a short break to enjoy the final two weeks of summer and go to the beach.
We'll also be doing some background research on one possible American and one far more probable European Union (EU) legislative initiative directly related to news coverage and freedom of speech issues.
Both have the potential to change, disrupt or even shut down almost all online news services, including this blog.
Section 230 has been traditionally interpreted by US courts as saying that operators of internet services (including social media outlets, such as Menlo Park CA based FaceBook, San Francisco CA based Twitter and others) are "not to be construed as publishers" and are therefore not legally liable for the words of third parties who use their services.
...the single most important legal protection for free speech on the Internet, (which) establish a safe harbour that ensures online services are not liable for the content posted by their users.
My (previous) Globe and Mail op-ed (the November 30th, 2017 post, "NAFTA offers the chance to establish long overdue online speech safeguards" ) notes that over the past two decades, the CDA Section 203(c) provision has been used by every major internet service – from Google to Amazon to Airbnb – to ensure that courts, not private companies, determine what is lawful and permitted to remain online.
But this very successful legislation currently seems to be breaking down.
Both right and left wing advocates for the major US political parties now argue that the very same digital monopolies created by the Section 230 regulations dominate entire sectors to the point where it is practically impossible to avoid using them when exchanging information.
Which means that anyone looking to get his or her message out, including politicians, activists, advocates and even news services, are forced to use social media outlets and follow their rules.
Pundits also argue that social media organizations are increasingly caving to political programs designed to pressure them into "deplatforming" controversial political viewpoints, long before the specifics can be adjudicated by the court system.
This state of affairs is contrary to the original intent of the Section 230 legislation which, is intended to preserve freedom of expression.
Both republicans and democrats in the US have accused the various social media giants of bias because of the onerous legal process required to adjudicate social media decisions. The process is considered to be undefined, opaque and not terribly understandable to social media users on either side of the political spectrum.
All of which suggests that, if any intentional bias actually does exists, then it almost certainly favors the social media monopolies who can pretty much do whatever they want, a situation which is also contrary to the intent of the Communications Decency Act.
As things stand now, you need a great deal of money, time and effort to sue Facebook if it blocks your posts, which gives the social media monopolies a substantial advantage during negotiations.
The Donald Trump administration in the US has signaled to the public that it will be "reviewing" the Section 230 regulations, in part because of the recent banning of American radio show host Alex Jones and other conservative voices from San Mateo CA based YouTube and other social media platforms.
Jones, a strong Trump supporter (and a bit of a crazy "conspiracy theorist," with extreme, but not necessarily illegal viewpoints), will likely need to sue multiple tech giants over a period of years in order to clear his name and regain his online access.
All of which bodes ill for anyone else the monopolistic tech giants might dislike or disagree with.
It's also worth noting that the current US president receives the majority of his positive media coverage from online conservative focused outlets including Infowars (owned by Jones), the Breitbart News Network and the Drudge Report, which make heavy use of social media channels.
The Democratic party would surely appreciate any new opportunity to diminish positive coverage of Republican activities and promote more traditional and (currently) anti-republican media outlets such as the New York Times, The Washington Post, MSNBC and CNN, especially given the upcoming mid-term elections scheduled in November 2018.
To be fair to Trump, the original intent of Section 230 was to guard against censorship before those being censored had a chance to defend their words in a court of law. Since that isn't happening, perhaps the US president is correct to suggest that an update to the current legislation is in order.
Just remember that any new legislation in this area has the potential to completely change the way this blog, and every other online news service functions, even if the end results turn out to be favorable. Given that, we need to learn more.
The second initiative, this one coming out of the EU, has been slightly delayed but is also far further along the path to being legislated into law. It's also far more problematic for news outlets and free speech advocates.
...rejected controversial legislation intended to reform online copyright. 318 MEPs (members of the European parliament) voted against the draft law, compared to 278 in favor. The legislation now returns to the drawing board, before being sent for a second vote in September.
...as a simple update to copyright for the internet age. But it attracted substantial criticism for the inclusion of two key provisions: Articles 11 and 13.
The first, Article 11, was a “link tax” that would force online platforms like Facebook and Google to pay news organizations before linking to their stories; while the second, Article 13, proposed an “upload filter” that would have required all content uploaded online to be checked for copyright infringement.
The article noted that the initial vote was a relief to US tech giants, "who would have incurred serious costs to adapt to the ruling. Individual users would also have likely been adversely affected by the law, with some campaigners claiming the proposed “upload filter” would have meant an end to sharing memes, which frequently use copyrighted material."
It would also directly impact the structure and operation of this blog, which uses tools supported by the US tech giants being targeted by the EU legislation (who could reasonably be expected to pass along the new fees to end users in all jurisdictions) and often provides direct links to source materials referenced in posts.
This blog would certainly not be able to afford to pay an online "link tax." Some have argued that the tax is designed to act as a "barrier to entry" to all but the largest and longest established legacy media organizations.
The EU copyright legislation, while delayed, is expected to be updated and reconsidered by the EU in September 2018, but has already begun to directly effect Canadian political discourse.
As outlined in the August 19th, 2018 OpenMedia.ca e-mail to members entitled, "They're trying to censor us," the Vancouver BC based Open Media organization, has accused an unnamed "big corporate publishers in the EU" of originating a "takedown notice" to censor international news relating to Article 11 and Article 13 of the EU copyright legislation.
Open Media Canada is a "non-partisan, non-profit advocacy organization working to encourage open and innovative communication systems within Canada," according to Wikipedia.
The EFF post also discussed efforts to take down online posts from various free-speech advocates, including German MEP Julia Reda, the VP of the Greens–European Free Alliance who has strongly advocated against Article 11 and Article 13 on free speech grounds and seems to want to get her information out to potential opponents of the EU legislation, no matter where they might live.
As outlined in the July 23rd, 2018 Entrepreneur Europe post, "What Is Article 11, and Would It Help Businesses in the EU?," even the EU is more than a little confused over the consequences of Article 11 and Article 13 legislation. Given that, the proposed legislation certainly warrants a second look from both free speech advocates and media outlets of all sizes.

According to the Space Economy at a Glance 2014, a "statistical overview of the global space sector and its contributions to economic activity," compliled by the OECD:
Canada has a well-developed space industry, including about 200 private companies, in addition to research institutions and universities, some of which have some commercial activities.
The ten biggest companies accounted for almost 88% of revenues and 64% of employment (Canadian Space Agency, 2013). Space manufacturing is mainly located in Ontario (more than half of the workforce) and in Quebec (19% of workforce). Some 7,993 people were employed in the space sector in 2012, an increase compared to 2011, with more than half defined as “highly” qualified’ (engineers, scientists and technicians).
Total Canadian space sector revenues amounted in 2012 to $3.3Bln CDN, a 4.5% decrease as compared to 2011 (Canadian Space Agency, 2013).
Satellite communications applications and services generated the largest revenue share, followed by the earth observation sector. The applications and services segment generated two thirds of total revenues...
Of course, the data used in the OECD publication had to come from somewhere and most of the OECD numbers were referenced from the 2012 State of the Canadian Space Sector Report, which was released in January 2014 by the CSA.
As discussed in that post, there has been a six year stagnation in Canadian space focused activities going back to 2010, which shows no signs of abating. In part, the stagnation reflects the international markets which also stagnated during that period, although the Canadian decline is generally considered more severe.
The OECD also covers the economic argument for the investment in space.
The OECD Space and Innovation Report, published on October 27th, 2016, notes that "after decades of innovation, satellites now play a discrete but pivotal role in the efficient functioning of modern societies and their economic development."
The report was compiled using data collected from the OECD Space Forum project on the state of innovation in the space sector, with a view to examine how space innovation may impact the larger economy. According to the paper:
New analysis and indicators contribute to answering some of the following questions: is the space sector still a driver for innovation in the 21st century? What are the determinants for an innovative space sector? And what are the policy responses to encourage and harness better space-related innovation?
After becoming familiar with the publications described above, even the most casual of space geeks will possess a working knowledge of the public policy issues associated with the space industry.
And that's a good thing.
Knowledgeable people who understand the context and constraints under which existing policies were developed are dangerous, capable of bending the political process to their will and well able to build better policies.

The ASTRO'18 team has organized a site visit to ABB Canada’s Measurement and Analytics business unit’s unique high-tech facility in the Espace d’innovation Michelet, a next-generation technological park in Québec City on Thursday, May 17th from 2:15pm – 4:30pm.
This 85,000-square-foot new facility boasts some impressive features including:
Cleanroom space (2,800 sq. ft.) composed of 8 individual rooms and external service hall to double simultaneous integration capacity.
Laboratory space (40% larger) for R&D and contract engineering with dedicated optical (2x) and ESD critical electronic (2x) rooms.

Some of them are affiliated with academic institutions while others are more business focused. Some are wrapped around specific ideas and concepts such as the "open source" development of space missions/ equipment or "working in space" or something else.
A few are tied to activities such as launching rockets, building satellites, raising money for scientific research or organizing public presentations.
Below is a representative sampling of some of the more interesting organizations in this category.
A not-for-profit business association and lobby group focused on aerospace policy issues that have a direct impact on aerospace and space companies and jobs in Canada.
The Astronomy and Space Exploration Society (ASX) - Engineering and science students often receive their first opportunity to meet industry executives and university academics by participating in campus clubs like this non-profit, student run organization at the University of Toronto. ASX is best known for its annual "Expanding Canada" symposiums held in Toronto every January.
The AstroNut's Kids Space Club - A space focused educational group for elementary school students created in May 2010 by the father/ son team of Ray and Brett Bielecki. The various "missions" of spaceship "Mercury One" and its successor "Mercury Two" have been profiled on CBC, CTV, CITY-TV, A-Channel, the Daily Planet (for the Discovery Channel) and Rogers TV. Best known for its annual "What's Up in Space Camp and STEM Conference," which is targeted to elementary and secondary school students.
The Calgary Space Workers Society - A local, Alberta based advocacy group focused on how "to live and work in space." which rose to prominence 2007 after hosting the "2007 Canadian Space Summit," at the University of Calgary, but maintained a lower profile since then. Still active and operating as a "science club."
The Canadian Association of Rocketry and its listing of affiliated organizations - Who says that Canadian's don't build rockets? Certainly not the members of these self-supporting, non-profit clubs focused around building rockets and promoting the development of amateur rocketry in Canada.
Not specifically an aerospace or space focused organization, but knowledgeable on many of the same taxation and innovation issues faced by aerospace.
Originally focused on software and telecommunications, the organization also provides good background material on government programs related to innovation, such as the Federal government Scientific Research and Experimental Development (SR&ED) tax credit and the CATA Innovation Nation National Campaign (designed to boost Canada’s competitiveness and innovation rankings).
CASI is another of the big players straddling the Canadian landscape, with a storied history built around strong business and international partnerships.
CASI hosts and contributes to a variety of local and international events including the 65th International Astronautics Congress (IAC), which was held in Toronto from September 29th - October 3rd, 2014; the 2016 CASI ASTRO conference, which was held in Ottawa, Ontario from May 17th - 19th, 2016; and the upcoming 2018 CASI ASTRO conference, which will be held in Quebec City, PQ from May 15th - 17th, 2018.
The Canadian Association of Science Centres (CASC) - An organization promoting and encouraging public involvement and funding for Canada's public science centres. CASC includes over forty member institutions and organizes a variety of events through out the year.
The Canadian Astronomical Society (CASCA) – Academic focused organization founded in 1971 and incorporated in 1983 as a society of astronomers devoted "to the promotion and advancement of knowledge of the universe through research and education."
The Canadian Remote Sensing Society (CRSS-SCT) - Focused on Canadian activities relating to geomatics (the discipline of gathering, storing, processing, and delivering geographic information, or spatially referenced information), this scientific association organizes conferences and publishes (in conjuction with CASI) the Canadian Journal of Remote Sensing (CJRS)
The Canadian Satellite Design Challenge - A privately funded, biannual event focused on teams of Canadian university students (undergraduate and graduate) who design and build an operational small-satellite, based on commercially-available, "off-the-shelf" components.
As outlined in the November 30th, 2017 post, "Update on the 2017 Canadian Satellite Design Challenge," while the CSDC is still active, there is quite a bit of overlap between what the CSDC has been doing with university student run teams since 2011 (without large amounts of funding) and the Canadian Cubesat Project, a recent CSA proposal to fund and launch university designed and built cube-sats.
The Canadian Science Policy Centre (CSPC) - Passionate professionals from industry, academia, and science-based governmental departments focused on "building bridges between science, policy and society."
The centre also organizes the annual Canadian Science Policy Conference, a well attended event featuring a variety of knowledgeable academic and government experts.
The Canadian Space Commerce Association (CSCA) – A registered Canadian not-for-profit industry organization existing "to advance the economic, legal and political environment for space and aerospace focused companies." Organizes meetings for the hobbyist, the academic and (sometimes) the entrepreneur. Recently resigned executive director Michelle Mendes was a member of the ill-fated Space Advisory Board (SAB).
The Canadian Space Society (CSS) – A small, but well respected charity created to promote Canadian space activities. Functions mostly as a "big tent," for those with a general interest in the CSA and space activities. Has organized the annual Canadian Space Summit since 2008.
Engineers Canada - The national organization of the 12 provincial and territorial associations that regulate the profession of engineering in Canada and license the country's more than 260,000 members of the engineering profession. The organization also issues national position statements on key issues relating to the public interest, including infrastructure, labour mobility and regulating the profession.
The Geological Association of Canada - A national geo-science society, publisher and distributor of geo-science books and journals.
The association also holds a variety of conferences, meetings and exhibitions for the discussion of geological problems.
The OpenLuna Foundation - A privately funded public outreach program (officially a US based 501(c) 3) to encourage the use of open-source tools and methodologies (open design) for space focused activities.
Once quite active, but has mostly slipped under the radar since 2010. The founding member and project manager/ director of the organization is Paul Graham, who lives in London, Ontario.
The Planetary Society Canada - A subgroup of the larger US based Planetary Society. a non-government, nonprofit organization involved in research and engineering projects related to astronomy, planetary science, exploration, public outreach, and political advocacy, which was founded in 1980 by Carl Sagan, Bruce Murray, and Louis Friedman.
Planetary Society global community outreach consultant Kate Howells was also a member of the ill-fated Space Advisory Board (SAB).
The Royal Astronomical Society of Canada (RASC) - 4,800 members, including about 500 "unattached" members from remote parts of Canada and around the world and strong chapters in Vancouver and 28 other centres across the country makes RASC one of Canada's largest space and astronomy advocacy groups.
The Royal Canadian Institute (RCI) - The oldest scientific society in Canada, founded in Toronto in 1849 by a small group of civil engineers, architects and surveyors led by Sandford Fleming. The current membership is focused around events and lectures promoting scientific advancement.
Science Rendezvous - A "grassroots" not-for-profit organization and public platform to promote science awareness and increase science literacy in Canada. Holds the yearly, spring Science Rendezvous at the University of Toronto, St. George campus.
Space Canada – A not-for-profit organization dedicated to the promotion of solar energy from space.
Space Canada president and CEO George Dietrich has a long history of supporting and funding US and Canadian space activists and their activities.
Students for the Exploration and Development of Space (SEDS) Canadian chapter - Part of an international group of student-run organizations dedicated to promoting public interest in space through the use of unique projects, research programs, and professional development opportunities in the Canadian space industry.
Toronto Students for the Advancement of Aerospace (TSAA) - Another of the multitude of inter-university student organization striving to promote the advancement of aerospace through student leadership and hands-on initiatives plus serve as the student's first academic contact point to the wider world of academics and business.
The University of Toronto Aerospace Team (UTAT) - One of the more successful campus clubs focused on the building of aerospace focused projects for international competitions, but otherwise typical of clubs found on most college and university campuses with science and engineering faculties.
Academics, students, grads, professors and government funded scientists scarcely ever "boldly go" anywhere these days, except perhaps to the library or the dollar store or on a cool "field trip" where they can sometimes get an autograph from someone "inspiring."

Instead, real exploration is typically left to the flawed and the foolish, the inordinately ambitious opportunists and those without inheritances or a role in the current system, who self-appoint themselves to seek out "new life and new civilizations" and sometimes leave behind a useful legacy.
Fortunately we live in a world with fewer academic opportunities and greater, but so far mostly undefined, private sector opportunities.
With that in mind, here's a listing of several dozen useful places with several thousand current job openings in the international space and aerospace industry. We've even included the national space agencies, for those with a cautious bent.
But this situation won't last. So hurry, and please note that some of these jobs require security clearances, passports, work permits, landed immigrant status and/or even the acquisition of citizenship from the country where the job is located.
The 100 Top Aerospace Companies of 2017 - What better place to start than with the biggest and fastest growing firms in this area. Produced by Defence News, this annual report outlines the trends in the industry and ranks the top companies by revenues and profitability. The 2018 report should be out within the next few months. Job hunters will be sure to check it out.
Aero News, A Sky of Opportunities - A Quebec based job site focused on the Canadian aerospace market. Hundreds of Canadian positions from Airbus, Pratt & Whitney, Bombardier, Boeing and others.
The Bigelow Aerospace Career Page - Where better to discover "your place in space," than the firm with backing from the US Federal Aviation Administration (FAA). As outlined in the February 25th, 2015 Yahoo News post, "Business On the Moon: FAA Backs Bigelow Aerospace," the company has been encouraged by a variety of US Federal government agencies to continue the development of private sector applications for use on the Moon and elsewhere in space.
The Epiq Space Job Board - This San Diego, California, based company is an online community dedicated to the satellite industry. The site was developed by industry veterans for engineers, scientists, suppliers, service providers and others who want to find products, companies, resources, industry news and career opportunities related to the satellite industry.
The European Space Agency (ESA) Career Page - As private business slowly begins to eclipse government in importance over the next few years, these government jobs will slowly begin drying up, so get them while they still available.
HE Space - Denmark-based specialist supplier of manpower for space programs with offices in the Netherlands, Germany and the US. The firm also manages the Jobs in Space Linked-In group.
The Indeed.com Listing of Astronomy and Planetary Scientist Jobs - Not all space focused jobs require applicants with an engineering degree. This list, with hundreds of openings from all around the world, focuses on candidates with a scientific background.

The Indian Space Research Organization (ISRO) 2018 Recruitment Page for Scientists and Engineers - ISRO has engaged in great scientific and technological feats in the aerospace and space sectors over the last two decades and they're always looking for new employees. Updated via the ISRO and Freshersworld.com, an Indian based job search firm.
The International Association of Machinists and Aerospace Workers (IAMAW) - Even in space, there are opportunities for those who are looking for something a little different from the traditional science or engineering degree. The IAMAW represents more than 40,000 Canadian workers in air transport and a wide range of manufacturing including aircraft, auto parts, buses, aerospace, electronics, light and heavy machinery, tools and appliances.
The Colorado Springs CO based Maxar Technologies List of Jobs Available at its its MDA Locations Across Canada - Dozens of positions, mostly for engineers willing to work in Montreal PQ and Vancouver BC.
NASA Careers - A public listing of available National Aeronautics and Space Administration (NASA) openings. According to the site, NASA is one of "the best places to work in the Federal government®" as ranked by federal employee satisfaction.
Nebula Space - Recruiters of "top class candidates for the most exciting industry in the world." Run by industry professionals and focused solely on the space market.
The NewSpace Global listing of top 1000 NewSpace companies (subscription required) - This list is divided up into three smaller lists covering the most influential privately held companies, a second list covering additional privately held companies perceived as being "on the bubble" of growth (NSG OTB) plus a third list of top rated publicly traded space companies (the NSG PTC). A surprising number of companies on these three lists are Canadian and a surprising number of the rest have offices and employment opportunities in Canada.
NewSpace People - British based, database driven head-hunting firm with 1000's of listings which bills itself as "the business network for the space industry's global professionals and companies." Offers business development and recruitment campaigns, plus "free access to a global network growing by over 5% each month. Our business network is diverse with over 3,000 director-level decision makers, covering 100s of startup founders, chief executives of established space and satellite corporations, and venture capitalists from the global investment community."
Space Careers - A French based but English language site focused on "the top jobs and the best talents in the industry." Includes a jobs center, a space industry directory, a news and resource section with space news RSS feeds and a LinkedIn page. The site is maintained by Spacelinks, a specialist staffing consultancy focused on the European space and defense industry.
Space Individuals - Augsburg, Germany based group of proactive people from various industries including aerospace engineering, information technology and user experience design, with one common goal – to bring together individuals and employers.
Space Jobs - A site organized by Ray Stott, a European based freelance consultant focused on the space industry focused on upstream (manufacturers, space/launch/ground segments) & the downstream (satellite/space data applications) sector positions. The jobs seem focused geographically around the UK, Europe and Australia.
SpaceJob Fair.com - Organizes job fairs and informational meetings on the space industry. Launched to connect space companies with the best talent across disciplines and experience levels in order to become "the driving force in capacity building and job creation in space."
The Space Job Market - A recruitment site designed to help job seekers join the right circles through networking and building personal contacts, where they can meet people in the space industry who are able to hire them. According to CEO and founder Paul Koronka, "Space has inadvertently evolved a closed shop that locks out newcomers and makes it difficult even for established people to advance our careers. And yet employers are crying out for new talent."
The Telesat Canada listing of Current Job Opportunities - The iconic Canadian company, which helped launch a communications revolution in the North back in the 1970's, is still going strong. It's also still looking for a few good people to help administer its current fleet of satellites and build the next generation of low-latency low Earth orbit (LEO) communications satellites.
Virgin Galactic (VG) - For those who prefer suborbital space travel, this firm has a jobs board with literally dozens of new positions waiting to be filled.
The Wikipedia listing of government agencies engaged in space exploration - Categorized according to capabilities and including links to the listed agency's primary website. Consider this as one stop shopping for those inclined towards government service.
The Wisdom.com listing of Aerospace Company Jobs - India's top jobs site has a large section of employment opportunities, as befitting a nation with one of the fastest growing indigenous space industries. But the real surprise is the number of international position which show up after a basic search.
The Space Exploration Technologies (SpaceX) careers page - The company that built the world's first "commercial spacecraft" has dozens of job openings covering a wide range of expertise.
